This setting only applies to Free Body Diagram problems. Click on the Yes radio button to enable proportionality for the vectors or the No radio button to disable proportionality of the vectors.
Here is an example of a correct answer for a problem.
If this setting is enabled, the grading will incorporate the proportionality of the vectors. When the student enters their vectors the X and Y in the lower left-hand corner should balance at 0. 
If this setting is disabled, the grading will just be based on the angles of the vectors alone.
